  10. P Keeps Clear of S.

GENERAL LIMITATIONS
  14. Avoid Contact:   ROW also
          penalized if damage.
  15. Give R when aquire ROW
          unless OB created it.
  16. Give R Altering Course.
  17. Proper Course:
         Don't sail above PC
         if OL to L w/i 2 BL of W.

AT MARKS AND
   OBSTRUCTIONS

These rules do not apply at a SM surrounded by navigable water or at its anchor line from the time boats are approaching them to start until they have passed them.

When rule 20 applies, rules 18 and 19 do not.

  18. MARK-ROOM
    only at a M that isn't a CO
     Mark-room for IS
       to sail to Mark, and
        to sail her PC while at M.
     OL Snapshot when one
        boat's HULL enters Z.
     Live by this snapshot
        unless IS leaves the Z
          or one boat Tacks.
     Zone is 3 BL (typ) from M.
     Inside KC only gets R,
        including R to tack if OL.
     Outside KC must KC.

     Caution T w/i 2 BL at WM.
       T not cause F above CH,
       T not cause F to not pass
         M on the required side.

     Rule 18 is:
       n/a on OT at WM.
       n/a when one B,
         but not both, must T.
       n/a between a B approach
         and one leaving M.
       n/a if M is a CO then
         rule 19 applies.
       n/a at SM when Starting.
     OT OK at LM.

  19. ROOM TO PASS
            AN OBSTRUCTION
     Applies when O is not a M:
     ROW may pass either side.
     Room for IS to pass
        between O & OS,
        unless OS is unable to.
     Continuing Obstruction:
       This Rule always applies    
          at a CO including a M.
       IS gets R if OS can
          give R at time of OL.
       IS doesn't get room if
          OS can't give R, and,
          while OL, IS shall KC
          and rules 10 & 11
          DO NOT apply.

  20. ROOM TO TACK
           AT AN OBSTRUCTION:
     For Safety - on Same Tack,
        Close Hauled or above.
     Must Hail "Room to Tack".
     OB Must Tack ASAP, or
        Hail "You Tack" and KC.
     n/a at SM when Starting.
     n/a at M the OB can fetch.
     If 20 applies, 18 & 19 don't.
